Our team comprises a group of highly skilled and practical Ugandan professionals that are trained in various disciplines, who share a common understanding of the dynamics in Uganda and the greater East African region.

The core ESL team is reinforced by a local network of associated senior professionals from various fields including civil engineering, power system engineering, geotechnical surveying, hydrology measurements, energy planning and environmental planning with particular reference to the energy sector.

Roland Sekaziga

Managing Director

Roland holds a BSc Civil Engineering degree and a Master of Science degree in Energy from Heriot Watt University.

Roland has over 13 years of experience in the planning and engineering industry. He has been involved in the critical elements of the project development cycle that include: Concept Formulation, Planning, Engineering, Appraisal, Implementation, Investment and Project Financing, and Transaction Advisory.

As the Managing Director of ESL, Roland has assembled and led a competent ESL team that provides professional services in the energy sector in Uganda. His strategic direction has given ESL a reputation among government stakeholders, strategic partners, investors and the general public, as a leading energy consultant in Uganda.

Roland has held several decision making positions in projects and companies that span the Energy, Construction, Telecommunications and Agriculture industries.


Angelo Shyaka

General Manager

Angelo holds of a degree in Business Administration from Makerere University.

As General Manager of ESL, Angelo is responsible for providing governance across all technical activities within the company and ensuring that our technical capability meets the current and future demand. He is the lead on the development of people, processes and systems in support of the strategic direction of the company.

Angelo has over 12 years of experience in the area of Operations Management in various sectors including Energy (Power, Oil & Gas) and Agriculture, and has experience in Downstream Retail Marketing and Health Safety Security & Environment (HSSE). Angelo has worked in almost every country in the East African region including Uganda, Rwanda, Democratic Republic of Congo and South Sudan.

Carlo Kutesa, ACIM

Commercial Manager

Carlo is an Associate Member of the Chartered Institute of Marketing.

In her role as Commercial Manager at ESL, Carlo has developed a robust business and sales strategy that targets new and existing territories. She also manages the company’s communications, including creating campaigns and narratives for various media platforms. Carlo oversees public relations with ESL partners, customers, investors and stakeholders.

Carlo has over 8 years’ experience in Business Development, Communications, Advertising, Marketing and Sales. Her experience is seen in her work in various sectors including agriculture, product development and advertising. In the energy sector, she has been instrumental in relationship building with various stakeholders including government bodies and consultants.

Carlo was previously the Marketing Manager at Akiba Products, an agricultural product development company and, the Business Development Manager at Elemental Edge, a media house with a focus on video production.

Racheal Arinaitwe

Finance Manager

Racheal is an Accountant with a Post Graduate Diploma in Financial Management and currently pursuing her Certified Public Accountant qualification.

As the Finance Manager at ESL, Racheal oversees Accounting, Funds Management, Budgeting and Financial Analysis to enable the company maximize its return on investment while minimizing risk. She also oversees the internal controls, in particular the finance function of the company.

Racheal is a Management Accountant with over 8 years of professional accounting experience gained through working in different industries including agriculture, telecommunications, and energy.

Fortunate Mirembe

Environmental and Social Manager

Fortunate holds a BSc Land Economics degree from Makerere University, and has completed Level 2 of the ACCA program.

As the Environmental and Social Manager at ESL, Fortunate assesses, manages and mitigates environmental and social risks in any project that ESL is involved in. She also integrates her risk management into other departments of the company, including finance and marketing in order to have a fuller understanding of potential risks. She is also responsible for the compliance aspect of her department, as well as applying for renewing and reviewing of all permits and licenses necessary to operate in an environmentally safe energy sector.

Fortunate has over 4 years’ experience in Project Management, Stakeholder Engagement and Management, Environmental and Social Impact Assessment, Resettlement Action Plan and associated activities. Her experience in the energy sector includes managing small hydropower projects in Uganda through project coordination and management of the various consultants and local staff.

Shane Gloria M. Mugenga

Legal Consultant

Shane is an Advocate of the High Court of Uganda and also a member of the Law Societies of Uganda and East Africa.

As a consultant for ESL, Shane advises on commercial law, corporate governance, corporate advisory, and regulatory compliance. Her experience with working with several energy companies in particular as Company Secretary is a value addition to ESL’s stakeholder engagements, transactions, decision making processes, organisational reporting and the standardisation of Company documentation especially legal.

Shane has also enhanced corporate governance within ESL as a mechanism through which the Company’s objectives are set and achieved. She also advises on any changes in the laws in Uganda and East Africa ensuring that ESL remains compliant with the legal and regulatory requirements in addition to international best-practice.

She attained a Master of Laws in International Corporate Governance and Financial Regulation from University of Warwick, United Kingdom. Shane also attained a certification of Executive Education under The Effective Director Executive Program from Strathmore Business School in July 2014.

Rita Atugonza Byansi


Rita holds a Bachelor of Community Psychology degree and a Post Graduate Diploma in Human Resources Management.

As the Administrator at ESL, Rita is responsible for customer services, dispatch of internal and external communications, as well as general office administration including meeting clients. Her role also extends to stakeholder engagement and liaison with various partners.

Not only is Rita an administrator, but she also wears the Project Officer hat on various projects that ESL is involved in. She manages the scheduling, planning, resource allocation and monitoring of a few projects and has succeeded in developing them to their current stage.

Formerly employed with Saracen Uganda Limited as a Human Resources Officer, she brings administration knowledge and people skills management to the ESL team. She is in charge of employee welfare, appointments and scheduling for staff and planning and execution of team building exercises. She also oversees workflow and execution of timelines, handles planning and scheduling of activities and ensures that all the company functional units are running in healthy sync.
